Will the Latest Peace Plan work?

On September 29, 2025, the world’s attention was riveted to the Gaza peace plan announced by President Trump and Prime Minister Netanyahu. Israeli hostages and Palestinian detainees would be released, the bombing of Gaza stopped, and humanitarian aid supplied to the Gazan people. These initial stages of the plan promised immediate relief, but would the later provisions be sufficient to produce a long-term solution?
In this thorough and sober analysis, Jonathan Kuttab details both the positive and negative aspects of the plan. He then spells out ten deficiencies in the plan and concludes that it lacks the mechanisms necessary for it to be successful. “The issue is not whether the agreement is fair or meets the needs of the different parties,” says Kuttab, “but whether it can be implemented and can serve as a workable framework for implementation.”
Jonathan Kuttab is a Palestinian Christian and well-known international human rights lawyer who practices in the US, Palestine, and Israel. He is a co-founder of Al-Haq, a Palestinian human rights group, and co-founder of Nonviolence International. He also serves on the boards of Bethlehem Bible College and Holy Land Trust.
